Israel Outreach Tour

The purpose of Christians In Government is to “facilitate Biblical precepts as a way of life through Christian evangelism within the governmental structure of our nation.” Philip Bozarth serves as an investigator with the San Diego Police Department and is an active member of its peer support team, created to provide guidance and moral encouragement to officers involved with fatal shootings. This has given Phil opportunity to both reflect and share his faith in our Lord Jesus Christ, having been involved in seven fatal shootings and experiencing God’s deliverance physically, emotionally and spiritually. Phil is also an instructor with the Counseling Team Peer Support Network out of Riverside. This organization brings together officers from southwest agencies who have had recent OIS incidents to council them for mental and emotional processing of their experience. This gives Phil an additional forum for witnessing to many Southern California officers about God’s grace and strength in his life and career.

After Phil’s fifth fatal shooting in 1998 he took a sabbatical trip to Israel where God did an extraordinary work of restoration and healing in his life. He returned to his work in San Diego more energized and inspired than ever to be as conversant and transparent as he could about the transforming and healing powers of the Holy Spirit. Being able to make such a pilgrimage to the Holy Land refined his love for the Lord and affirmed his confidence in the resources of Christ. It has been his vision since then to share God’s love in Jesus Christ with as many other officers who will listen, and to be able to expose them also to the same wondrous pilgrimage he took by facilitating their own trip to Israel with him and a group of their peers.

Phil has been engaged in guiding this tour nearly every year since 2007, twice with Herb, who started doing it in 2005, primarily with men and women in law enforcement from San Diego. Phil has done these through his own financial means and makes solo trips as well in order to maintain contacts there and set up subsequent tour destinations and outreach ministry opportunities. Great spiritual fruit, including baptisms and affirmations of faith, come out of these trips. As a byproduct of his trips to the Holy Land, Phil has generated numerous contacts with law enforcement and military personnel in Israel, ministering to them and their agencies along with the officers he brings from the U.S. Several open doors to minister the love of Jesus internationally have arisen from these interactive connections.

It is Phil’s hope to continue organizing ministry trips to Israel with law enforcement officers. Phil plans on maintaining the location of this ministry in San Diego, with its name “God Remembers.” Its theme verse is from Ezekiel 16:60: “Nevertheless, I will remember My covenant with you in the days of your youth, and I will establish an everlasting covenant with you.” This verse is stating that God’s covenant with Israel is the promise of an outpouring of His Spirit upon them in the latter days, and indirectly, in his ministry to American officers, Phil and the group he leads to Israel will continue ministering to Israeli security forces, those called to protect Israel.

As such, the outreach ministry engaged by “God Remembers” is the organization of self-paying groups who travel as a pilgrimage to the Holy Land, visiting locations listed in the Bible, and interacting scripturally and spiritually with one another. And as opportunity arises, contact is made with Israeli law enforcement and military personnel, affirming them in their roles as watchmen over Israel, and praying for and with them when and where possible. But the chief focus of the ministry remains toward the officers Phil brings as a group to Israel.
